German parliamentary debates concerning the future of nuclear energy in 1991-2001 from the perspective of parliamentary political culture

In my doctoral dissertation, I am studying the German Parliament, Bundestag, debates concerning the future of nuclear energy in the 1990s. My theme is closely related to this project, and I am analyzing the decision-making process surrounding the parliamentary decision of phasing out of nuclear energy, that was agreed in Bundestag in 2001. As the primary sources for my study, I use the debates of the Bundestag and also written questions and answers of the Bundestag members. Some newspapers will be analyzed in order to contextualize the parliamentary debates.

Phasing out of nuclear energy meant a great change in energy policy and had many consequences also for other countries in Europe. By analyzing the contexts of the debates and proposals to abandon nuclear energy, I shall interpret why the decision of phasing out was made. The analysis will employ the methods of history of political thought and concepts. I shall analyze the key concepts of debates, their meanings and how were the meanings changed via debating. By debating, the parliamentarians also affected to the parliamentary political culture in Germany. In my study, the main research question is how did the parliamentary political culture changed during the decade after German unification.
